Looks like a radome to me. I didn't know those GE's were radar-equipped.

Proposed rejection definition:
Clutter (Background): The photo contains clutter behind the train/subject which detracts from the overall image. Examples include large poles, antennae, eggs, mushrooms, radomes, etc. "growing" from the top of the train, or background structures which do not contrast well with the subject in the foreground.
