Default Too dark?

I tried to get this shot on the database. As you can see, it was rejected for poor contrast . I had another look at it and agreed, it was a bit soft. So I upped the contrast and reuploaded. It was rejected again, this time for being too dark. At least it wasn't PEQ, which is encouraging...

I like the shot as it is now but don't really know what to do to get it accepted. How can I process it to give it the best chance to get on the database?

Make the fog appear to be closer to white by brightening the shot.

Thanks for that but it's been rejected for contrast again. Which way do I need to go with this, because I really can't see the problem...
