PEQ, maybe?

From a technical standpoint, I'd like to see more seperation from the bottom of the train to the top of the cars in the foreground. Also can't tell if it's unlevel or just wide angle distortion

Probably a far less helpful answer than you are looking for - I think that there is something there but it's not in the shot you took. I feel like the rusty old cars are a great foreground somehow... but you'd have to find a different time of day with different light and without having scouted it out myself I can't offer much more than this rather useless high-level advice.

Given the layout, I cant think of any scenario where everything would be lit

Doesn't have to be everything - maybe even just has to be the train. (I'm speaking from my arse here, not having seen the site, but there may be a lot you can do with the foreground not lit.)
