The lighting isn't great. Combine that with the basic composition and common power, and it's a shot that's generally rejected here.

Blown out sky kills it...

I got 2 cloudy/common for an F9a yesterday, so dont get too upset.

That NS train seems to be constantly running around the NS system.

As for the shot, I'd say the screener thought it's a shot that could be retaken on a sunny day.

Generally cloudy shots need either a rare power, rare move, and/or something to boost them up to the next level.

It's actually pretty rare on certain parts of the NS system, like most of the places I caught it. It's not something that you can go back on a sunny day and get. But I digress.

I dont know about that, but it's not a big deal. I got plenty of shots of it, some got on, some didnt. This particular one I dont think it being a cloudy day really detracts much.
