The term was made to be taken negatively by people who use it wrong. If you're not using it in a bad way, it's not a bad term. Now if I had said, "Oh, I have to go to work today, that's so retarded," or "That guy is so retarded for filming trains", yeah that would be negative, obviously. I said, "I do not believe he is mentally retarded." Nothing negative about that.

Ugh, saying someone is mentally retarded is like calling someone who goes to a psychiatrist a nut case. Notice how every board of MRDD in the country is now just a board of DD? Don't believe me if you wish but that term is horribly antiquated as has taken on a very negative connotation in the last 40 years and should never ever be used when talking about someone with a Developmental Disability. Go call someone with Dwarfism a Midget and see how that turns out too...

You are right, he knows exactly what he is doing. And considering he is a kid, his parents or parent are close by and letting it happen. Having a disability is no excuse for being an idiot in the presence of others. And shame on his parents for allowing it to happen.
If he wants to pull that shit in the middle of nowehere by himself, god bless him, but it's not acceptable to play the "r* card" in the middle of a photo/video line like that

Have never ran into him in my travels as a roller coaster enthusiast afaik, the hobby is very much like railfanning though.
There is a fine line line between hobby and mental illness and I truly mean that.
