Default Horizon Unlevel - Which way to rotate?

This one got rejected for horizon unlevel. There are many reference points to base "level" on; I'm not sure which way to turn it.

Looks good to me, all the verticals that should be vertical look vertical - edge of white building, central axis of various towers. I'd appeal and explain.

As a separate question, why such a tight crop? It has a crunched-in feel to my eye.

I'd level it according to partially visible edge in blown out building. But I'm afraid you'll get overexposed rejection even if you manage to level it - that white area doesn't look well...

Looks to me it needs some CW rotation. The white building in the center plus the tower mast just to the left of that.
