Default Difficult leveling

I have to admit this one was even hard to level out, even with a tripod this photo looks crooked. I've tried leveling it many times and resubmitting, same leveling rejection, Anyone got ideas, it is kind of difficult with the Tower and since the ped bridge is actually crooked a little bit in real life and no real skyline to match, its a little difficult

Its not out of level but keystoneing from pointing a wide up, there is a fix for that in PS under image-transform-perspective,

vertical lines in the center should be vertical, so "level" on those
