Leslie RS5T-RF

Quick question:

I have a Leslie RS5T-RF that came off of a former N&W SD40 that was being scrapped (Yes, it was legally acquired). The horn has, under the black paint, a coat of orange paint. What would this be from? I was thinking primer, but I wouldn't think they'd use orange (of course, I'm basing that off of primer I would use for automotive, house, etc.).
Attached are a couple pictures. One of the horn itself, and one of the tag that was installed.

If it's metal below the orange paint, I would say it's primer.
