Default Suggestions prior to submitting

Is this picture worth submitting and if so, what needs to be done to it prior to submitting? The main reason that I am asking is that I have had many of the pictures that I have submitted rejected for bad cropping and I haven't seemed to have much luck figuring out how to correct it.

This one's cloudy. They usually don't take cloudy shots unless the power is really unique or rare. It's also bad cropping (too much space on the right). It also looks grainy and the colors look flat. I'd save this one for the personal collection. This shot would have worked better if it was in sunlight or under a blue sky. Keep trying. You have some nice skills. Take care. Nick

Also, there is distortion (heat, haze, moisture, etc...) which softens the look of the lead unit. Plus there is a lot of garbage on the slide along the bottom third.

I can understand what you tried by blurring the foreground signs, but since they are so pronounced and bright - they are more distracting from the train. I spent more time trying to read them.

Addition: Ther is dirt/scratches all over. Not just near the bottom.
