Default Leveling in Photoshop Elements

OK, so how do I level the horizon in PS Elements? Haven't figured it out yet. Had one rejected.

The easiest way for me is to use the "straighten" tool (it is in Elements 5, not sure about earlier versions).

Best way for me is to
1/ Enlarge the picture to 100% size
2/ Find a vertical line, preferably the side of a building or similar,
3/ Select the straighten tool and click at the top and drag the line downwards, making sure that it exactly follows the chosen line.
4/ When the mouse is released, the picture will need rotating back to its correct orientation, use Image - Rotate - 90 degrees left or right as appropriate.
5/ Crop to taste, making sure that you do not include any white borders in the finished product

Beware of using objects such as masts, lighting / telegraph poles signposts etc as they are not always perpendicular!
