I saw many photos railway signal, but I can`t understand why it`s PEQ.

You got a screener who didn't like it. I would say worth an appeal. It's a legitimate request for a second look.

I'd highly suggest cleaning up the tons of hot pixels before doing anything. The sky is a mess with them.

Might also be more appealing for RP if you crop the bottom. It seems pretty tall and the most interesting part is at the top of the frame. Good point on the hot pixels.

I agree with this. It seems to me that these type of shots work as either A) just the signal head (like the two comparison examples) or B) the entire signal from ground up. This is sort of in between those two options and I don't think the composition works very well that way.
