Default Too dark, do you think so?

I'm not one to gripe about rejected photos, but I'd really like some opinions on this one. I've tweaked it several times in Photoshop and it keeps getting rejected, either too dark or bad contrast. If I lighten it I get "bad contrast", then if I fix the contrast it's "too dark" again. I'm happy with the way it looks, except for the headlights and ditchlights.

The location is the East Portal of Green Tree Tunnel. Although it's in the middle of a heavily populated area, there are no photos of this side of the tunnel, and only two photos of the west portal on the database.
