No, whatever program you are using to edit your photos should have the ability to adjust the exposure. you should be able to do that in JPEG. the whole image is underexposed, not just the shadows.
You can edit your image for exposure in jpg format. I made quick edit of your image in PS. I made a rough selection around the train, feathered the selection, then lightened the shadows and came up with this version. Personally I tend to prefer images that are slightly underexposed (and I have the rejections to prove it ) so edit to your own taste when you do your editing. You have a beautiful image here. Hope it makes it into the data base.
