I don't picture it as felonious violation of the "Rule of Thirds." If it were mine, I would probably trim off the very top (most featureless) portion of the sky and perhaps a tad bit on the left. It's not bad as-is, but could potentially be improved a bit.

I probably would have shot this in a fashion in which the guard rail and street could be eliminated, but that's just a personal style. I don't particularly like grade crossing shots, so why not make the viewer think you hiked to get this one? :)

I didn’t have much time to get ready since I was shooting a video too, but I see what you mean about the guardrail.

I would trim enough off of the left to get rid of the remnants of the jersey barrier. I don't mind part of the guard rail being there, but I think the whole image needs to be moved to the left a bit.

I gotta agree with Kevin. It's not a felonious violation of the Rule of Thirds. In fact, it's not even a misdemeanor. So you've got that going for you, Carl. Which is nice.

"You're getting dinged for the annoying guardrail", Ted said confidently, as though he had any clue what goes on in the head of an RP screener.

That's a shame, because the lighting is quite nice.
