I'm at a loss. I thought Canada was on the metric system. Why are the distances measured in miles?

Because the railroads were smart enough not to go metric. Well, actually they told the Gov't at the time that if they'd pick up the tab to re-do all mileages to kilometers, they'd go along. The cost of conversion is huge; every item along the right of way is referenced by a mileage and would have to be changed. That alone makes it too costly, especially when balanced against the fact that there is zero benefit to the RR.

I live in Lansing Michigan, and the majority of trains on the CN/GTW trackage originate from, or are destined for, Canada. By using Miles instead of Kilometers, it makes figuring the distance to Chicago from Ontario far easier.
