To Courious 142: They remove the wheels for two reasons height (they would be to high to clear bridges and tunnels) and safety in transport (they roll very easy on wheels whereas they cannot roll on blocks).

What I was really trying to get as was why don't they just roll them down the rails on their own wheels. I believe that it's referred to as "deadheading". But then, maybe they're going to be put on a ship and exported. I'm just curious, and kind of thinking out loud. Thanks for the info.

Those would appear to be some stored (ex?) GO Transit F59PH's under the tarps.

They are export units and are not standard gauge, therefore they can't ride on their own wheels.
