Looking at the Locomotive trucks they look like EMD, PROGRESS RAIL EMD's SD70 loco trucks. Yes, inquiring minds would like to know who built these and where the components came from to produce theseLocomotives. And Thank You for posting Gaston..

From what I can tell, CRRC Qishuyan is a manufacturer of locomotives in Changzhou, China. The engine is probably made by MTU; whether in Germany or in their plant in Suzhou, China (or elsewhere), I have no idea.

Is Argentinian trains switching to janney coupler?

Only in freight trains. Passengers new trains have chains coupler with bumpers and others with Scharfenberg coupler (suburban service Ferrocarril San Martín). A hug from Argentina.
