I can only imagine the horn has a cage to either protect from vandalism or theft. I could see that being a target one way or the other to street vandals.

The answer to Steve Larson's question is probably "the overly expensive, unnecessarily complicated, unreliable crap that will lead to this locomotive being on a dead line headed for a scrapper's torch after an abbreviated life span."
