Are these U25C's or very early U28C's? Those style trucks and the short raised platform and ladder by radiator grille indicate U25C. But I know GE was known to change internals and not change body style in early production of a new series.

Looks like early U28Cs - according to Wiki, these were NP 2800-2811 which became BN 5666-5677.
