Looks like prior to 1910 the ampersand was in fact in place. At times in both "Railway" and "Railroad" forms, as long as we are being particular.

If people differentiate between "&" and "and", then I am staying out of it! Actually, I'll stay out of it anyway, this is all just from a quick web search anyway.
