I don't know what the current model is, but was able to find that this unit is formerly Chaparral Steel 240. That appears to be one of many variants of a "low emissions diesel" models prevalent in industrial switching operations today, likely rebuilt with a Tier IV compliant powerplant (and possible exhaust treatment to attain Tier IV).

Thanks Mike, you're a mine of information! Interestingly, all the photos on Don's page show the locomotive in the same configuration, so I'm wondering if it is just a straight repowering, and not a T-4 after all (like I also originally thought). I am assuming that Mid West Locomotive was the rebuilder. Their Facebook page has been inactive for nearly 5 years, but I've messaged them and posted something on the off-chance that someone might notice it.
