I'm not a roster shooter but from what I have seen of RP, they simply will not accept a roster shot without light on the nose unless it is some sort of rare power. The pilot and cab are shaded and the nose iffy. It's just not what RP accepts, point blank, not a post-processing issue.

Too bad, nice light, nice color.

In general, I feel the screeners do a great job at RP, but back lighting is one of the areas where I part company with them. I think it's a nice shot and well lit. For some reason, some (I'm not sure all) of the screeners just don't like back light. Maybe if they were locked in a room and shown slides by a bunch of British railfans they might change their minds!

The reason I say some, is there are some great back lit shots that get in. Here's one of them.

I can't really fault your shot it's a pity it got rejected but as others have stated back lit roster shots are damn hard to get in. If I was to nit pick a slightly tighter crop and perhaps a bit of a tweak to the shadows using Photoshop's Shadow/Highlight tool.

Any way I had a little fiddle in Photoshop with your image and I could not do much better then your result.
