Default Bad Cropping, or just give up on this one

Before we go on about it being cloudy, and it being a wedge, heres the story.

My first submission was rejected for Common power on a cloudy day. I appealed the "common power" idea, and got a response about ALL the shots of the 4449 in the database, and how ALL are in good light. So i took their word for it and let it go. The next day, I find several shots, all in clouds (as most of the state was under cloud cover most of the day.) So i sent this one in, and got hit for "bad cropping"

So basically, my question is, is it bad cropping? if so, what can be done? Or is it a you submit we reject type of thing. I'm letting it go for now. Your thoughts?

The problem with this image is the "dead" space at the bottom. You'd be better off with the tracks and engine at the bottom of the frame and more sky. However, if that's all of the original image, I'm afraid there's not much you can do.
